Block or better not working

Just noticed a leg that showed scheduled was 3:41. Actual was 3:22. For some reason I am only getting 3:22 credit. Payroll category is set to block.

Looks like it is actually the RTG leg that isn't counting as credit. RTG is set to "apply to pay" and "apply to flight time" and "apply to legality" but not "return to gate" (because that created a lot of problems. How do I get it to count as credit? RTGs are a constant source of trouble in this app.
