On-Time Data Incorrect

I have the PC version of the APDL. When you select the "summary" option from the menu, it provides data for on time departures and arrivals. The problem is that APDL is counting flights that depart prior to the scheduled time as being late. The only flights that are counted as on time, are the ones that leave exactly on schedule.

Any way to fix this problem?
