There's a patch for it at the Dell Support site.
I can't find anything on support.dell.com. Anyone experience this?
 
I'm not sure why this is happening as I don't have their software product. It was a known issue, apparently they haven't resolved it. I suppose the question is, do you need Dell's picture studio? If not, just uninstall it and enjoy happy computing.
